THIRUVANANTHAPURAM: Travancore Titanium Products (TTP) Ltd., the monopoly manufacturer of anatase grade titanium dioxide in the country, has been hit by an acute ilmenite shortage and delay in setting up an effluent treatment plant within the deadline set by the Kerala High Court.

The Kerala State Pollution Control Board served TTP a show-cause notice on January 17 saying the company had not made much progress in installing the effluent treatment plant and waste disposal facilities before April 30, the time-frame set by the High Court.

The board issued the order without considering the company's contention that its efforts were hindered by an interim stay granted by the Lok Ayukta in going ahead with the project. The board described the contention as untenable saying that the company had not taken action to vacate the stay.

The board also said that the company had not furnished a definite plan to make up for the loss of time in completing the project within the stipulated time. The company has furnished a bank guarantee of Rs.5 crore for the project. The board asked the management to issue directives to stop procurement of raw materials by next Tuesday and stop production by April 30.

According to TTP General Labour Union general secretary S. Jayan, the board did not give due importance to the legal impediments in installing the treatment plant. The Mayors of Thiruvananthapuram, Kochi and Kozhikode corporations were members of the board during the tenure of the LDF Government. After the UDF came to power, the people's representatives were not included in the board. The notice had been issued without considering the facts, he said.

The company is facing shortage of ilmenite. The company, with a production capacity of 68 tonnes, requires 150 tonnes of ilmenite per day. The Department of Atomic Energy had assured supply of 60,000 tonnes of ilmenite to TTP annually. The Indian Rare Earths (IRE) had failed to honour the commitment to TTP and was expo
