"Tender Specification for the Design, Manufacture, Supply, Erection and Commissioning of Steel Rolling Mill Plant
I. Expected output of the Mill: 60, 000 tons per annum
Assumption: - 300 working days
- 3 shifts
- 7 hours per shift
NB:- Optionally, It would a plus to the tender participants if it comes up with an alternative supply option in which the anticipated capacity of 60, 000 tons be attained in a time frame of five years staring from a capacity of 30, 000 tons per year to reduce the initial investment cost. It is highly appreciated if you could come up with a minimum of two alternatives showing the cost saving in each case.
2. Product Mix: Ribbed/plain reinforcement bars constituting the following:
- Ø 8, Ø 10, Ø 12, Ø 14, Ø 16, Ø 20, Ø 22 Ø 24, Ø 30, Ø 32
- 80% 0f the production will focus on: Ø 8, Ø 10, Ø 12, Ø 14, Ø 16
- 20 % 0f the production will focus on Ø 20, Ø 22 Ø 24, Ø 30, Ø 32
3. Melting and Casting Facility
The melting unit should be capable of melting scrap or a combination of scrap and sponge iron. It should be fully equipped with:
- Scrap bailing press
- Equipment for scrap cutting or shearing
- Scrap bucket for charging
- Set of weighing scales for scrap and ferro alloys
- Electro magnet for charging of light scrap
- Induction Furnace (dual track)/Arc Furnace complete with PLC melt control. (Please indicate melting rate and power consumption of the furnace)
- Melting furnace refracories for three months of operation
- Molten metal temperature measuring equipment
- Chemical analysis equipment at least for carbon and sulfur complete with consumables.
- Temperature measuring equipment for controlling molten metal temperature
- Complete set of Pit casting facilities with permanent moulds and refractories for three months of operation, alternatively, the supplier is welcome to quote for a continuous casting mill, provided it is economically feasible
- Bottom pouring ladles complete with preheating facilities and refractories for three months of operation.
4. Rolling mill facility
Rolling mill Capable of producing deformed bars as detailed in the product mix. The offer for the rolling mill will consider wo options. One option shall be the semi automatic version while the second one will be a fully automatic one. It will be comprised of the following units:
- Billet cutting facility as a provision for imported or own billet cutting.
- Reheating facility complete with temperature control system, waste heat recovery unit (recuperator) and complete set of refractories for the first lining. (Please indicate furnace oil consumption rate of the preheating furnace)
- Roughing mill complete with motor, fly wheel, gear box, pinion stand spindles, couplings, and mechanization facilities as dictated by the two options
- Intermediate mill comprised of gear box, pinion stand, spindles, couplings, shears and mechanization facilities as dictated by the two options
- Finishing mill equipped with gear box, pinion stand, spindles, couplings, shears and mechanization facilities as dictated by the two options
- Cooling bed in two options (semi and fully automatic version)
- Lubrication facilities for mill stand gear boxes
- Closed circuit cooling system complete with cooling tower for mill rolls
5. Utilities
- Electricals: Power transformer, circuit breakers, power factor compensation equipment, emergency generator. (Our utility standard is 15, 000/400V and 50 HZ)
- Emergency water system for all critical units
- Compressed air system preferably, screw compressors
6. Material handling
- Complete set overhead cranes serving the scrap yard, melting yard, casting yard and rolling mill area
7. Spare Parts and consumables
- In your offer, please include critical spare parts for one year including rolls for the rolling mill.
8. Erection and Commissioning
You are expected to include the cost of erection and commissioning services
N.B. Please note that your offer should be supported by a plant lay out drawing showing the positions of the various acilities and the total covered area requirement. Please also indicate the total area requirement of the plant including future expansion"
