A foreign supplier of scrap raw materials to the Chinese mainland must now abide by a stringent regulatory process. They must first register with the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) before exporting such consignments to the Chinese mainland.

Scrap raw materials shipped by unregistered foreign suppliers are, simply, not allowed to be imported. The entry-exit inspection and quarantine authorities will not accept their cargo inspection declarations.

However, the registration certificate for foreign suppliers importing scrap raw materials is valid for three years.

I. To apply for registration, a foreign supplier must satisfy the following requirements:

1. Possess legal business qualifications in the country (or region) to which the supplier belongs;
2. Have a fixed place of business;
3. Is familiar with and abides by the laws, regulations and rules of China regarding inspection, quarantine and environmental protection;
4. Has been granted the ISO 9001 Quality Management Systems certification or the Recycling Industry Operating Standard (RIOS) certification;
5. Must guarantee that the goods satisfy the mandatory requirements of China's national technical standards on safety, hygiene and environmental protection, applicable to the types of scrap raw materials to be registered;
6. Possesses relatively stable supply sources and has measures of environmental protection and quality control over its sources of supply;
7. Has no record of serious problems of safety, hygiene, environmental protection and quality within the last three years;
8. Has the capacity to apply for registration and declare for pre-shipment inspection on the Internet, and possesses radiation detection devices and other corresponding basic facilities and inspection capacity.
