Looking for GSM Telemetry

I'm looking for a device to remotely (via the GSM network) cutoff the mains supply to a house or building. This should handle at least 40amps at 220-240VA. The device should be easily installed either in the distribution board (rail mount) or standalone and should be powered from the AC mains supply which is 200-240V at 50hertz. This must conform to GSM standards and be CE certified.
