Dear Madame/Sir,

My name is Rowdy Tehupuring and I live in Holland. I'm in direct contact with the mandate of the buyer and the contact between me and this mandate is extremely well. In the past I've contacted dozens of so-called sellers, but all failed at last to deliver goods.

The buyer for Used Rails is a large group company with turnover of more than US$140M. The BCL is more than US$60M from a prime bank. We can exchange background information from buyer and seller before we move forward.

I'd like to know if you can send me a soft price-offer for 30.000MT * 12 months. Payment will be non-transferable DLC 100% at sight. Due to bad experiences in the past, the buyer wants to know whether the seller is a real one. A very practical method is the AQCIQ number. Before we provide buyer's information, we need to know the AQCIQ number of the seller, or at least last 3-4 digits of their AQCIQ number. This AQCIQ number must be under the name of the seller, not under other company's name or yard's. We don't just give information to anyone.

After receiving (full or last 3-4 digits of) the AQCIQ number, I can give you an authentic LOI and BCL from buyer, with full contact information. The buyer and bank will confirm it. And the seller will know that we are very serious.

If you can deliver the commodities and assuming that the price is agreed, I'd like to follow the next procedure (= requirement from buyer):

1. We sign a NCNDA with seller.
2. Seller tells his AQCIQ number, we tell buyer's name;
3. We send buyer's LOI & BCL and FPA draft
4. Seller signs FPA and sends us contract draft (buyer also can provide draft).
5. Buyer confirms the contract.
6. Seller signs the contract
7. Buyer signs the contract
8. Both sides exchange hard copies
9. Buyer issue BC
10. Seller issue BP
11. Deal starts.

The group of my mandate take US$ 5,-/MT commission fee; I know exactly what max. price the buyer is willing to pay!
