Sports goods weight plates casings manufacturer

I need a plastic parts manufacturer (sports goods weight plates manufacturer) that would sell me empty plastic weight plates that I would fill with my concrete myself. There are many companies here in Europe that sell those plastic cement-filled weight plates. That is not the type I need. I need a few sample plates and they MUST have a 31mm opening and NOT 30mm because the European Olympic bar is 31mm and will not fit in the 30mm opening that china mass produces.

They must be empty without filler, or cement. I want to fill them myself with my concrete.

 I want to buy- only with 31mm opening and in these variations: 1kg, 2.5kg, 5kg, 7.5kg, 10kg. Many manufacturers sell them only as already filled plates, with cement but there are surely some that would sell me just the empty weight plate casings without the filling.
