5.10 Energy meters
5.10.1 Prepaid Meters
Prepaid meters shall be used. The Works include the delivery and installation of one complete
management system (vending station) in every project area (district) as shown the scope of work.
Design Requirements
The prepayment meters shall operate with unique codes coded by an external coding unit, entered by
the consumer at a MMI consisting of a keypad.
The prepayment meters shall be designed for a secure coding of their initial settings by the Employer.
No unauthorised access to the meter or to this initial information shall be possible.
It shall be possible for the Employer to read and write the information without having to apply power to
the meter.
The meters shall operate, as uniquely coded units without need for any further modifications.
Prepayment meters shall comply with the following requirements:
Accuracy Class : 2 for single phase, 1 for three-phase
Basic Current Ib, (Imax) : 10 (60) A single phase, 20 (100) A three phase
Reference Voltage Un : 230 V single phase, 400 / 230 V three-phase
Active Power Consumption (W) : < 4 (if no earth fault protection)
< 2, 5 (if earth fault protection)
Power indication : By a light emission lamp or an active display
Credit display : Continuous, showing:
How many units are left
No credit available
Fault
Power limitation :Automatic disconnection of the load, if the average
power consumed exceeds the maximum allowed
Over-current protection
Operating voltage : Un (+ 10%, - 20 %)

When the supply voltage is removed from the prepayment meter or drops below 80 % of the rated
voltage, the meter may disconnect the load, provided that the meter automatically re-connect the load
when the voltage increases above 80 %.
